The Press Planet fee includes 5GB of storage space for your non-eCommerce site. WordPress.com provides 3GB for free and then you have to pay for more. Blogger doesn't give specifics about your initial storage amount, but they do tell you what your limits are, which doesn't seem to be very straightforward.

You do not share a database with any other user, which means we can provide you with login credentials to access your database content. We also provide you with login credentials, so that you can have FTP access to your content. That's all included in our fee.

The Press Planet fee includes use of your own ads. Blogger's free service allows you to use only Google Adsense and Amazon. WordPress.com charges you a yearly fee to remove their ads, but they don't allow you to include your own.
Plugins
The Press Planet fee includes use of up to five (5) plugins, one being Jetpack and then up to four of your own choosing. WordPress.com doesn't allow plugins, and plugins aren't a feature in Blogger. Plugins allow you to extend the capabilities of your blog.
Domain Forwarding
The Press Planet fee includes domain forwarding. WordPress.com and Blogger both charge a fee for domain forwarding. TPP can help you with domain forwarding if necessary.
